Job Description

The Senior Project Buyer isresponsible for the procurementof all materials including high specification items for the completion ofcompressor packages.  This position mentorsand guides Project Buyers and Jr. Buyers in their daily functions.  The SeniorBuyer hassubstantial discretion, autonomy and independence in the execution of his/herduties, decisions and/or responsibilities.
Core Function:

Perform pre-bidding quoting and supports theTechnical Sales department. 

Write and distribute RFQ’s; receive, analyzeand negotiate bids, quotes and proposals. 

Core Function:

Order high-value and complex specificationmaterials to fulfill the project requirements.  Ensure all material isdelivered to meet the Production Schedule in accordance with Purchasingpolicies and procedures.

Core Function:

Oversee direct negotiations with suppliersrelated to pricing and terms and conditions.

Expedite deliveries of components needed forproduction.

Core Function:

Review drawings and works with Engineeringand Quality to ensure suppliers clearly understand the orderrequirements. 

Ensure PO’s reference latest drawingrevisions and provides suppliers with drawings, terms and conditions andcustomer specifications to procure compliant material.

Perform supplier qualification and supplieraudits.

Core Function:

Oversee all projects to ensure all schedulesand deadlines are met.

Job Requirements

Required Qualifications and Competencies

1.       Bachelor Degree from an accrediteduniversity in the following fields: Engineering, Sciences, BusinessManagement, Supply Chain Management; or equivalent to 5+ years of progressive procurementexperience within engineering and manufacturing business environments.

2.       Careerbackground must include experience in organizations which design, engineerand assemble large machinery for use in various global applications includingthe gas and oil sectors.

Preferred Qualifications and Competencies

1.       Ability tomanage multiple projects simultaneously.

2.       Ability toanalyze market and delivery systems to assess present and future materialavailability.

3.       Ability toresolve vendor or contractor grievances, and claims against suppliers.

4.       Aptitude inbusiness and management principles involved in strategic planning, resourceallocation, human resources modeling, leadership techniques and production.

5.       Proficient inraw materials, production processes, quality control, costs, and othertechniques for maximizing the effective manufacture and distribution ofgoods.

6.       Aptitude foreconomic and accounting principles and practices, the financial markets,banking and the analysis and reporting of financial data.

7.       Ability tofollow instructions and manage time and that of the personnel that are beingsupported by this role.

8.       Aptitude forCritical Thinking: Using logic and reasoning to identify the strengths andweaknesses of alternative solutions, conclusions or approaches to problems.

9.       TimeManagement: Managing one's own time and the time of others.

13.    Ability toevaluate and monitor contract performance to ensure compliance withcontractual obligations and to determine need for changes.

14.    Abilitymaintaining and reviewing computerized or manual records of items purchasedcosts, deliveries, product performance, and inventories.

15.    Abilityanalyzing price proposals, financial reports, and other data and informationto determine reasonable prices.

16.    Experience with various ERP/MRP systems

17.    Strong abilitycommunicating professionally with people at all levels, both internally andexternally.

18.    Strong ability recognizing and acting on all commodity assignments in a timelymanner.

19.    Strong ability in procurement management of multiple projects in the same timeframe.

20.    Strong ability in performing comparative cost analysison supplier quotations.

21.    Strong ability to read and interpret engineeringdrawings and specifications

22.    Strong aptitude in international procurement policiesand procedures.

23.    Strong aptitude in identifying new sources of supplywhen required.

24.    Strong ability to organize, direct,and lead audits of suppliers and establishing a supplier rating system.

25.    Strongaptitude in Utilizing appropriate communications channels and maintainingrecords, reports and files as required.

26.    Ability to monitor and reportprocurement performance to superiors, senior management and Cost ManagementGroup.

27.    Experience in Procuring materialsunder budget for projects and reporting variances to management.

28.     Apply organizational and process management skillsto effectively manage workload.
